Gender has been discussed in WTO Public Forums since 2001. However the signature by more than 120 WTO Members of the Buenos Aires Ministerial Declaration on Women and Trade in 2017 created a more concrete framework to analyse the commitments of WTO Members through a trade and gender lens.

Since the Declaration, WTO Members have been working to highlight the issue and re-examine their commitments. They have undertaken sessions, workshops, and research. However, has it been enough?

Significant gender gaps remain in access and opportunities from international trade, and the impact of the global pandemic has only increased the relevance and importance of taking further action on trade and gender. WTO Members can and must do more.

This session will use the Buenos Aires Declaration on Women and Trade as a reference point to critically examine the results and challenges facing stakeholders and WTO Members in tackling women’s economic empowerment through trade.

It will consider how governments, stakeholders and activists can collaborate to advance the trade and gender agenda, including through promoting inclusive participation in trade for economic growth and enhancing the key role that gender-sensitive policies can play in achieving sustainable socio-economic development.

Key questions:

  1. What has changed since the 11th WTO Ministerial Conference and the Declaration on Women and Trade?
  2. How can the momentum and incentives toward the objectives stated in the Buenos Aires Declaration be revitalized?
  3. What measures are needed ahead of the next Ministerial Conference to address challenges and gaps found in WTO Member commitments under the Declaration?
  4. How can civil society effectively advocate for the emergence of common ground among stakeholders and WTO members around gender-responsive trade policies?

In the second portion of the session, the floor will open for a moderated audience discussion guided by the question:
What are some promising ways to incorporate gender into the WTO’s work?
