What can domestic and international policymakers do to encourage innovation by facilitating trade and the flow of data?

From 3D printing and artificial intelligence, to cloud computing, 5G, and the Internet-of-Things, digital technologies are prompting radically innovative business models via digital platforms.

Powering this evolution is data from billions of sensors and applications, the raw material for creating knowledge for innovation. Access to data has become a substantial competitive advantage for those that have it, and locks out of competition firms that do not.

Neither policy nor the rules-based trading system have kept up. The changes underway challenge not only the WTO, but traditional domestic regulatory settings on trade, investment, innovation, industry and taxation.

Key questions:

  1. Why does international trade governance need reform to cope with the digital age?
  2. What are the opportunities from getting policy and regulation right on the flow of data across borders?
  3. What are the dangers from getting it wrong?
  4. What can policy makers and regulators around the world learn from one another?

In the second portion of the session, the floor will open for a moderated audience discussion guided by the question:

What are the opportunities from getting the regulatory regimes for digital trade right and what are the dangers in getting them wrong?
